In my Mac's Friend quest I encountered Marburn and could not speak to him until lvl76, I have now done that and gained another primal quirk in crystalline resistance.

He asks for the top left half of a scale from the silver dragon consort, this is actually found amongst the local enemies. I was lucky enough to mug one.
